Standards Interpretation

Five Standards. One Factory Standard.

Every cat ladder we build starts from the same engineered geometry — 1.5 kN rung load, fixing centres ≤1500 mm — with our standard 225–230 mm pitch clearing the EN ISO 14122-4 and BS 4211 band, and US and Australian orders re-pitched to the 254–356 / 250–300 mm band. Which one governs your project depends on the port of discharge, and the DoC ships named to that standard. Non-compliant access can void insurance cover and trigger regulator citations after any incident.

Compliance is a document chain, not a badge

A compliance claim is only as strong as its weakest document. Our factory runs a five-stage QC chain — MTC 3.1 incoming material, welding to the approved drawing with 100% visual inspection, ISO 1461 hot-dip galvanizing, trial assembly and photographed loading — retained for ten years. That chain is what turns a standards table into a Declaration of Conformity an auditor will accept.

  • OSHA 1910.23 / 1910.28 (US)

Dimensions and fall protection, incl. the 24 ft rule and 2036 cage phase-out

  • EN ISO 14122-4 (EU) & BS 4211 (UK)

Cage geometry, rung spacing and safety hoops for fixed access ladders

  • AS 1657 (AU/NZ) & SANS (ZA)

Regional fixed-ladder standards with caged climbs by default over 3 m

BS 4211 (UK)

British standard for permanently fixed ladders with safety hoops. Cage hoops start around 2 m up; UK orders ship with a BS 4211 DoC aligned with the Work at Height Regulations 2005.

Read the BS 4211 breakdown →

EN ISO 14122-4 (EU)

European standard for permanent means of access to machinery. We engineer rung spacing, cage diameter and cage start to its geometry and issue an EN ISO 14122-4 DoC with every EU order.

OSHA 1910.23 / 1910.28 (US)

1910.23 fixes ladder dimensions and cage geometry; 1910.28 governs fall protection, including the 24 ft rule and the 2036 cage phase-out for existing installations.

AS 1657:2018 (AU/NZ)

Australian standard for fixed platforms, walkways, stairways and ladders. Most Australian fixed-ladder projects are caged projects by default; orders ship with an AS 1657 DoC aligned with WHS duties.

SANS (South Africa)

South African fixed-ladder standard aligned with EN ISO 14122. Same geometry clears the band; South African orders ship with a SANS-referenced conformity statement.

Cat Ladder Standards by Market

The same ladder needs different paperwork in different ports. The geometry clears every band; this table makes sure the file clears every customs and audit desk on the way.

Cat Ladder Specifications That Clear Every Standard

Our standard 225–230 mm pitch clears the EN ISO 14122-4 and BS 4211 band; US and Australian orders are re-pitched to the 254–356 / 250–300 mm band. These are the engineered parameters we manufacture to — a single hardware truth across multi-market fleets.

2036 Cage Transition & the 24 ft Rule

Two OSHA rules drive most of our compliance questions. Here is what they mean for your project.

The 24 ft Rule

Since 2018, new fixed ladders over 24 ft must use a personal fall arrest system or ladder safety system — a cage is no longer accepted for new installs above that height.

2036 Phase-Out

Existing cages above 24 ft must be retrofitted with PFAS or LSS by November 18, 2036. We supply both new caged cat ladders and the retrofit components.

Landing Platforms

Rest platforms at ≤6 m intervals per EN ISO 14122-4, engineered into every tall run; single transport sections run up to 25 m.

The Compliance Procurement Checklist — Six Lines That Survive an Audit

A compliance claim is only as strong as its weakest document. This is the six-line evidence chain our own factory runs on — MTC to weld class to coating to trial assembly to photography, retained for ten years — restated as lines you can paste into any purchase order, in any market.

PO LineWhat It Proves When AuditedWhat We Ship
"DoC referencing the client-designated standard"the conformity claim names your standard, not a convenient oneDoC issued to the exact standard your specification designates
"MTC 3.1 per EN 10204 for all structural steel"steel traceable heat by heat — the anchor of every later questionMTC 3.1 for Q235B, HDG batches, SS304 and SS316 where specified
"Welded to the approved drawing with 100% visual inspection"the weld acceptance basis is stated, not implied by price100% visual inspection records in the five-stage QC file
"HDG coating to ISO 1461 with thickness certificates"the corrosion budget is measurable, not decorative85–100 µm coating certificates, retained ten years
"Trial assembly before dispatch, photographed"what you receive was proven to fit at the factorytrial assembly plus dated photo set in every order file
"Evidence retention: ten years minimum"the file outlives the warranty argumentour QC archive holds every stage for a decade

Six lines, one chain — a supplier who hesitates at any line is answering the audit question before it is asked.

Cat Ladder Standards FAQ

Standards & Compliance FAQ

Which cat ladder standard applies to my project?
The governing standard depends on your market and port of discharge — OSHA 1910.23/1910.28 for the US, EN ISO 14122-4 for the EU, BS 4211 for the UK, AS 1657 for Australia/New Zealand and SANS for South Africa. Our standard 225–230 mm pitch clears the EN ISO 14122-4 and BS 4211 band; US and Australian orders are re-pitched to the 254–356 / 250–300 mm band. The Declaration of Conformity ships named to the standard your specification designates.
Is the Declaration of Conformity order-level?
Yes. Each order receives its own DoC referencing the client-designated standard — not a generic template — plus an EN 10204 3.1 material certificate and an engineer-signed structural calculation sheet, at no extra charge.
What is the difference between OSHA 1910.23 and 1910.28?
OSHA 1910.23 covers fixed ladder dimensions and cage geometry. OSHA 1910.28 covers fall protection on fixed ladders, including the 24 ft rule and the 2036 cage phase-out.
Does the EU require CE marking for cat ladders?
There is no mandatory CE marking scheme for fixed structural access ladders. We supply EN ISO 14122-4 conformity plus a DoC and MTC 3.1, which is what contractors and specifiers request.
What compliance documents come with every order?
Every order ships with a Declaration of Conformity (DoC) to the relevant standard, an MTC 3.1 material certificate per EN 10204 and an engineer-signed structural calculation sheet — free with the order and retained in our QC archive for ten years.
What are the lead times for a standards-compliant order?
Quotes return within 24 hours and production runs 15–25 working days from the approved drawing, including the inspection and documentation stages. Ladders ship EXW, FOB or CIF, and the compliance file is issued with the shipment rather than chased afterwards.
Do you take small compliance-critical orders?
Yes — trial orders start from 1 unit, so a single standard-compliant ladder for one roof or tank is routine. Container mixes are quoted per load plan when several standards or heights ship together to the same project or region.
What payment terms apply to export orders?
Standard terms are T/T with a 30% deposit and the 70% balance against the B/L copy. Alternatives, where your procurement process requires them, are confirmed in writing on the proforma invoice before production starts, so both sides hold a documented record.
At what height does each standard require fall protection?
EN ISO 14122-4 asks for a safety cage or fall-arrest system above 3 m of climb, and AS 1657 similarly protects climbs beyond 3 m. OSHA 1910.28(b)(9) requires a ladder safety or fall-arrest system on new ladders above 24 ft (7.3 m), with existing caged ladders grandfathered until 2036-11-18.
