OSHA 1910.23 & 1910.28 — How They Apply

OSHA Cat Ladder Requirements

Two OSHA rules govern fixed cat ladders: 1910.23 for construction and 1910.28 for fall protection. We build every OSHA cat ladder to satisfy both, then confirm the exact configuration for your site at drawing review — so the ladder that lands on your roof is the ladder your inspector accepts. Non-compliant access can void insurance cover and trigger regulator citations after any incident.

  • 1910.23 — Ladder construction

Rung spacing, 42 in (1.07 m) side-rail extension above the landing, and minimum clearance behind rungs. Our standard 225–230 mm rung spacing is adjusted to the governing band for your jurisdiction.

  • 1910.28(b)(9) — Fall protection over 24 ft

Under OSHA 1910.28(b)(9), fixed ladders over 24 ft (7.3 m) require a ladder safety system or personal fall arrest on new installations (in force since 19 November 2018); cages and wells are acceptable on existing ladders only until 18 November 2036. We supply ladder safety systems and PFAS anchor points for post-2018 new installations, and caged ladders for existing-structure grandfathering.

  • Material & coating, traced

Q235B hot-dip galvanized 85–100 µm to ISO 1461, SS304/SS316 with mill certificates (EN 10204 3.1), plus aluminium and GRP for corrosive plant.

  • Engineer-signed calc, per order

Every cat ladder ships with a structural calculation sheet confirming rung load, fixing spacing and standard compliance before production.

OSHA Cat Ladder Requirements FAQ

What are the OSHA requirements for cat ladders?
OSHA 1910.23 sets the construction rules for fixed ladders: rung spacing, a 42 in (1.07 m) side-rail extension above the landing, and minimum clearance behind rungs. Under OSHA 1910.28(b)(9), fixed ladders over 24 ft (7.3 m) require a ladder safety system or personal fall arrest on new installations (in force since 19 November 2018); cages and wells are acceptable on existing ladders only until 18 November 2036. Our standard rung spacing is 225–230 mm and we re-pitch rungs to the 254–356 mm (10–14 in) band for US orders at drawing review.
Is your cat ladder OSHA compliant?
Yes. We build OSHA 1910.23 compliant steel cat ladders for roof and plant access safety, with ladder safety systems and PFAS anchor points to satisfy OSHA 1910.28(b)(9) fall protection on new installations. Each order ships with a Declaration of Conformity, an MTC 3.1 material certificate and an engineer-signed structural calculation sheet. The same cat ladders can be engineered to EN ISO 14122-4, BS 4211 or AS 1657 for the destination market.
What compliance documents come with an OSHA cat ladder order?
Every order ships with its full compliance file at no extra cost: a Declaration of Conformity to the governing standard (OSHA 1910.23/1910.28, EN ISO 14122-4 or BS 4211), an EN 10204 MTC 3.1 material certificate for the steel grade, and an engineer-signed structural calculation sheet covering rung load and fixing spacing. Mill certificates (EN 10204 3.1) confirm the grade on SS304/SS316 orders.
How quickly can you ship an OSHA-compliant cat ladder?
A quote arrives in 24 hours, production runs 15–25 working days from the approved drawing, and shipping goes EXW, FOB or CIF. The compliance file is compiled during production, so it never holds the container at the loading dock or the border.
Can we order a single OSHA cat ladder to test on site?
Yes — trial orders start from 1 unit, enough to prove the rung pitch and documentation to one inspector. Multi-site rollouts then use container mixes quoted per load plan, combining ladders, rails and gates in single shipments, each documented to the same standard.
What payment terms do you accept for US orders?
Standard terms are T/T with a 30% deposit and 70% against the B/L copy. Alternatives are confirmed in writing on the proforma invoice, so the terms are as explicit as the OSHA clauses your ladder satisfies — and settled before any production slot is booked.
Our climb is just over 24 ft — which OSHA rule applies?
Height is the trigger. Under OSHA 1910.28(b)(9), new fixed ladders over 24 ft require a ladder safety system or personal fall arrest; cages on existing ladders remain acceptable only until 18 November 2036. OSHA 1910.23 governs construction details like rung spacing and side-rail extension.
Does the DoC cite both 1910.23 and 1910.28?
The order-level DoC cites the standards your configuration is built against — OSHA 1910.23 and 1910.28, plus EN ISO 14122-4 or BS 4211 where the project needs them. It ships free with the EN 10204 3.1 MTC, HDG coating report and engineer-signed structural calcs.
